Governor Moore’s Crime Plan Must Target Repeat Offenders Tributepress, June 22, 2023 Mary Beth Carozza, a state senator in Maryland, has voiced her opposition to the crime plan proposed by Governor Wes Moore, arguing that it does not go far enough to ensure that violent repeat criminals are held accountable. Carozza, a Republican who represents the Eastern Shore, brought up the issue of Austin Davidson, the man who was found guilty in May of killing Wicomico County Corporal Glenn Hilliard. Davidson was found guilty of the murder in May. Before the shooting, Davidson had a long history of violent behaviour, and he had been arrested numerous times for it. “I was just very much taken aback that there was nothing in there with accountability of consequences or dealing with repeat violent offenders,” Carozza said of Moore’s crime strategy. “I was just very much taken aback that there was nothing in there with accountability of consequences.” Moore’s plan, which was published the previous week, involves a variety of different measures that are targeted at lowering crime. Some of these measures include increasing money for law enforcement, expanding community-based programmes, and enhancing collaboration between the various levels of government.
