The Council of Bishops of the church is deeply saddened to report his passing and expresses their condolences to his family. The passing of Bishop Talbert occurred late last night. In the year 1980, Bishop Talbert was selected for the office of episcopacy and was given responsibility for the district surrounding Seattle.
